The Humanity Innovation and Social Practice (HISP) Project, sponsored by the Ministry of Science and Technology since 2013, emphasizes on making humanity and social sciences an initiative to social change, leading to better living environments.
The HISP project has three objectives. First, it encourages universities to develop their distinguishing features by integrating academic research and social practice. Second, it aims to be the catalyst that urges academics and universities to take on social responsibilities. Third, it seeks to facilitate the reforms of academic evaluation and higher education accordingly.
There have been five universities carrying out HISP projects in different regions of Taiwan. They form partnership with local communities and respond to local demands and problems together. The major issues include indigenous cultural revitalization, aging in place, social economy, community-supported agriculture, and community empowerment.

(中文) 中山大學首先以「灣岸創生：高雄過渡社區的記憶再現與創新轉型」計畫主題，沿高雄最早發展的三大灣岸區域：舊港區、舊左營區、前鎮草衙區，投入科研人才進行在地駐點。這三個區域同因城市發展而步入過渡階段，面臨人口外流與老化、基礎建設更新緩慢、缺乏社區創生意識等問題。中山大學與三大社區共同發起創生運動，為當地注入感知與創造的活力，並協助其轉型為具有社會創新動力的創生典範。

(中文) 在過去三年半以介入高雄灣岸地（左營、舊港與前鎮草衙）的「過渡社區」為首要工作，陪伴社區挖掘在地文化、推動數位發展與公民參與，促進社區再生轉型。在執行計畫三年半之後，2021年五月COVID-19疫情帶來的經濟衝擊、台積電即將進駐楠梓地區帶來的房價與人口波動，十月鹽埕區「城中城」大火案凸顯地區域發展不均，均顯示出在地社區面對各種衝擊時，需要更強的「韌性」，才能有效面對相關的各種難題，這也是本計畫希望協力進行的工作。本計畫將以創意活動陪伴灣岸過渡社區發展轉型成為「韌性」社區為主要目標。計劃將以VACCINE方法論為主要策略，即：「遠見」(vision)、「同盟」(alliance)、「創意」(creativity)、「共作」(collaborate)、「跨學科創新」(interdisciplinary innovation)、「網絡」(networking)、「賦能」(empower)，希能藉此培養在地社區發展出具有文化韌性、經濟韌性、環境韌性與社會韌性的「韌性社區」。
